I was just using that number as a reference. In your case, I'd go with one. Can always add another one if you feel you need it.

Do they make it in a liquid form so I can dose it?

No. It's a chemical media for use in filters like activated carbon, Polyfilters, Biochem-Zorb, Zeolite, etc. Just put it in your filter and it does all the rest. Much easier than dosing something repeatedly, anyway.

My filter is covered in the brown stuff from the flourite. Would it disturb the bacteria if I wiped the intake tube and the front part of the filter where the water falls back into the aquarium? I think that may be part of the reason it's still cloudy.

Probably not enough to cause a huge disturbance if you leave the media untouched. Just don't use any chemicals.

Could also just be a biofilm/diatom buildup.

So I bought some purigen and some chemi-pure elite based on the LFS advice. When I took the media container out of my filter this happened(picture below). Should I clean the entire filter and start the cycling process over or should I just leave it? Not much advice for this situation on Google. I did search. Just looking for advice from the more experienced aquarists.

Wow. If that's all dust from the flourite, it *really* looks like it wasn't well rinsed. I had *nothing* like that with mine. I just had some haziness, not complete opacity beyond a couple inches.

That kind of particulate isn't going to be impacted by charcoal. It's going to be a "rinse sponge out in discarded tank water repeatedly" type thing to get rid of it.
