Update...I found out through some research that if an item is bought and the funds to pay for that item were directly drawn from your bank account (not a balance with the vendor or pay service), that regardless of any buyer protection process requirements, you have fraud protection under FTC law just like when you use a credit card and that there is no obligation for the buyer to pay any return shipping cost because it is the sellers responsibility to provide return shipping for bad items. So if you ever make a purchase with a credit, debit, or funds are directly taken from your bank from an internet pay service, you have strait forward non-hoop jumping rights that require no further cost on behalf of the buyer when items received are bad through your bank and FTC rules. However if you paid with an existing balance within the vendors internet pay service, your at the mercy of their system which is outside FTC rules. The money was taken directly from my bank so I have already placed everyone involved on notice and will be contacting my bank for an immediate refund and investigation if I don't get timely results.
