Smallest fish

I agree on Heterandria being good for such a tank. Are there going to be other animals in the paludarium?

Cam191919- I've seen plenty of 3" long Gambusia affinis in the swamps here in Tennessee, usually swollen as thick as my index finger with young. They're terrors; there's a reason (well, more than one) people call them 'damnbusia'.
 
Cool. Pygmy sunfish (Elassoma species) go well with least killies; they are seldom over 1" and will help control overproduction.

im talking about dwarf live bearers, not mosquito fish
 
I agree on the everglades pygmy sunfish and least killies. You could look into rainbows, if you were willing to stretch your wallet. There are a bunch of others, but I don't want to go through my list right now. Also clown killies.
