Even if you cut the legs off, the upright supports in the dresser are not made for holding that kind of weight. You need something with solid vertical support around the body of the tank and a larger footprint on the floor. Although there are some vertical supports in the dresser, they are mainly for holding the drawer slides. They are not usually attached well and may buckle.
The other this is, that's a nice looking dresser. I don't know that it's worth damaging it when a simple fish tank stand out of 2x4 (although pretty but functional) is not very much.
