Typically I try to piece part my set ups instead of buying kits. I mean every time I see a kit I tend to think in terms of I can just replace such and such later and end up spending more money anyway. Right now I'm starting my own 10g set up and I'm using the 15w flourescent hood myself. Right now it seems to be doing a decent job in a low light set up. Now if I did need more lighting my plan was to buy a 2 x 13 cf kit from ahsupply.com and building a diy wooden light fixture that I could paint to match. That way if I flub up I'll still have my 15w fixture as a back up.
quick edit:
Forgot to mention that you could try hitting garage sales on a weekend. Usually there is someone getting rid of a little used aquarium set up.
