    Why bother to use just aquarium salt when it is marine salt that you needed? Try to start researching marine aquariums, since that is what eventually you might as well convert it to.

    I'm pretty sure that I've seen Dermogenys pusilla being bred in freshwater. I've had them for years in freshwater in my old shelldweller tanks, I wouldn't bother with keeping them in brackish.

    That might be a little small for the "commercial" tilapia, which I'm guessing are hybrids of larger species. You might get away breeding one of the relatively smaller species like Tilapia joka, but even that might be a stretch I imagine.

    A tank udgrade as star_rider said is the best way to go, but you might be able to grow some out in a 20 long for some time, but an upgrade will be necessary.

    maybe a male and a group of females of a smaller species that you like is the way to go. I like rainbowfish or giant danios as dithers (Buenos Aires tetras for neotropical tanks).

    you should try some live food first just to get it to eat, it might not accept anything else yet. Like everyone else said, angels are not compatible with it, need opposite water conditions.

    I would worry about the nitrates more than the pH. As long as you're doing water changes on a consistent basis there shouldn't be a problem. I'm not sure why you're so desperate to lower the pH though. If you have hardy, adaptable fish you're better off not manipulating the pH unless you need to...
