I don't really have a recommendation for a clip on light, but let's look at the specifications;
"7000-7500K" that is confusing, but either will be fine.
"7 Watt" "279 Lumen" that would probably put it above medium light plants in that jar, and I'm not sure you want medium to fast growth in a 2 gal, but I guess you can always dim the light.
(note this Led also isn't more efficient as a 15W fluorescent with 650 Lumen (which is 43 Lumen per Watt), this one is 39 Lumen per Watt, but ok..)

I guess it would be a shame to tape off some of those leds, so now you have a good excuse to get like a 2,5 gal tank ;)
haha. I still have to go to Walmart! And it isn't going to be mine (un less I get a 2 pack...…….). It'll be a gift for my grandparents. :)

Either way the bigger the tank, the easier it is to maintain stable water conditions. Especially for people new to the hobby!

Downside is the light changes colour but you can set it to whatever colour you choose. I keep it on the whitest setting. I keep hornwort, salvinia, anubias, and java fern with it fine.

But you can very easily baffle the filter by shoving filter sponge through the opening. Throw a prefilter sponge over the intake part and itd be good to go. Very very gentle filter. I recommend baffling it if you keep it running with floating plants otherwise itll spin them all over the tank.

But its affordable and tackles two of your expenses (light and tank). Filter is a bonus, but it can be removed if they dont want to use it.

Ok, thanks. I'll consider that. If not for me for my friend. :) Is everything thriving? I know you have to give it sunlight. I'd also like to point this out:
Bonus, showing the various colours of his stupid lights.
If they're stupid then why recommend them?
 
The light is functional for low light plants, thats why im recommending the tank itself. To me its stupid it changes colour!!! Haha

The plants have been blocked to the sunlight now due to algae control... my betta didnt tolerate the nerite snail so i had to block the sun to keep algae down. The plants are still thriving in there.
