Actually goldfish can breed even before they fully develop. And those are large sized feeders.

unless that pond is sealed indoors, those fish will ALWAYS be in danger of being eaten. raccoons LOVE a nice goldfish snack.. as do neighborhood cats and the occasional bird.

I don't think its any mystery what happened...

it hasnt even been 2 weeks. goldfish dont grow THAT fast.

The only problem is that the pond water level is a few inches lower than it was before the raccoon attacked. Would it be okay for me to use tap water straight from the hose to fill up the pond? Is my hose likely to have chlorine in it? How do I fill up the pond without having to use a bucket that would need to sit out for a few days?

just fill it up with the hose and add chlorine remover as you go, or after you are done. Its ok if there is a little chlorine in it for a Very short amount of time (the time you are filling it up)
