Both of those fish are far too large for a 5g. I'd put them in no less than 20.

A betta with two adf's and a snail or two would be nice. Whiteclouds are true coldwater fish whereas bettas are tripocal. Keeping them together would be tough. Also look at danios, they're lively, hardy, some are very ornate, and cheap!

UGF's aren't practical on anything above an 18g. So long as you siphon off the gunk on the bottom during water changes and have good filtration you'll be okay.
